Oregon DHS Reports Progress, But Still Has a Flawed CPS System Putting Foster Kids at Risk
Oregon’s foster care system has made measurable improvements in recent years, but for many vulnerable children, the state’s failures continue to cause lasting harm. A new report from the Oregon Department of Human Services shows progress in several important areas. Fewer children are entering foster care, more children are being placed with relatives instead of strangers, and medical and mental health assessments for children in foster care have improved significantly. Oregon has also expanded efforts to support struggling families before children are removed from their homes, helping reduce unnecessary placements.
However, despite these reforms, major problems remain. Children in Oregon’s foster care system continue to experience maltreatment while under state supervision at rates far above the national average. Many foster children still do not receive the mental health care they urgently need, and systemic failures continue to place vulnerable children at risk of abuse, neglect, instability, and trauma. These ongoing shortcomings are especially troubling given the devastating allegations raised in the 2019 class action lawsuit against the Oregon Department of Human Services, which exposed severe mistreatment of children in state care—including repeated placement disruptions, inappropriate housing, lack of culturally appropriate placements, and dangerous out-of-state facilities.
